It looks like a representation of the Greek myth of Prometheus: The wisest of the ancient Titans he had brought fire to the humans and, in Zeus' opinion, cheated the Olympian gods of the best sacrificial meat. His punishment was to be chained to a rock and have his liver eaten every day by an eagle (or vulture).
